The following information pertains to:

Landlords that are currently renting an apartment to a family who was previously receiving rental-assistance payments from FEMA (as a result of Hurricanes Katrina and Rita).

Landlords that would like to begin participation in the DHAP program and are interested in renting an apartment to an eligible family who was previously receiving rental-assistance payments from FEMA (as a result of Hurricanes Katrina and Rita).

There are some major changes that will affect these rental-subsidy payments.

Most importantly, the Federal government has phased out FEMA’s rental-assistance program and replaced it with a program run by the U.S. Department of Housing & Urban Development (HUD). The new program will be known as DHAP, short for Disaster Housing Assistance Program.

HUD is administering the DHAP program locally through the Houston Harris County Housing Authority – which took over payment of all rental subsidies from FEMA and its existing contractor (CLC) beginning December 1, 2007.

As a landlord housing families previously enrolled in the FEMA program, you are eligible to continue receiving rental-subsidy payments under the new DHAP program.
